"Did they really..." Doctor Philips voice drifted off.

"I knew two of the people who died in purely coincidental accidents while asking too many questions. Let me put it this way, I don't think revoking my trust funds was their way of saying, 'we love you.' Oh, now that's interesting." Wanda adjusted the focus on the microscope and looked again before stepping away from it. "Doctor? Should I see be moving?"

As the new interstellar service of a single system civilization, the Sky Patrol has limited resources. Therefor the Patrol has asked its ships to stretch their supplies and travel time by finding and purchasing local resources as they explore. Or as the bureaucrats in the Patrol have sold it to the member nations, "minimizing expenses while testing potential trade opportunities."
